Program closed means an official source says operations ended. Teach-out means existing students are being taken to completion, usually without new admissions. Approval withdrawn means a regulator ended permission to operate as an approved program. Accreditation withdrawn does not, by itself, prove closure.

National acquisition plan

Every program field,
one evidence standard.

Nursing is the first state-board layer. Next come law, teaching, cosmetology, allied health, and other licensed programs whose regulators publish named approval, teach-out, and closure actions.

IPEDS program-offering and completions changes generate investigation leads only. A lead becomes a published closure after confirmation from a regulator, accreditor, institution, or government record.
